Ethereum Foundation Highlights Ethereum’s Role in Sovereign Digital Public Infrastructure

The Ethereum Foundation has launched a public-sector resource hub explaining how Ethereum could support digital public infrastructure while preserving institutional independence and individual control over personal information. The site highlights Bhutan’s National Digital Identity system and a humanitarian aid coordination proof of concept.

Ethereum Foundation Highlights Ethereum’s Role in Sovereign Digital Public Infrastructure

Ethereum Foundation Introduces Public-Sector Resource Hub

The Ethereum Foundation is outlining how Ethereum could serve as shared infrastructure for governments, multilateral organizations, non-governmental organizations and other public-interest institutions. Its new Public Sector website explains how the network’s open-source design and lack of centralized control could support cooperation between organizations without requiring them to surrender authority over their own systems.

Digital public infrastructure increasingly connects institutions that need to verify information, exchange records and coordinate services across organizational or national boundaries. Examples include government agencies checking documents issued by other authorities and humanitarian organizations coordinating assistance while protecting sensitive personal information. However, connecting these systems also raises questions about who operates the underlying infrastructure and who controls access to it.

The Ethereum Foundation’s initiative focuses on this issue through the concept of sovereignty. Ethereum is presented as a global network that no single organization controls, with publicly available software that institutions can inspect, use and build on. The website brings together explanations, implementation case studies and resources for organizations assessing potential public-sector applications.

How Ethereum Could Support Institutional and Individual Sovereignty

Institutions that depend on infrastructure operated by a single provider may face restrictions if that provider changes its services, access policies or commercial arrangements. For public systems designed to operate over long periods, dependence on one organization can create challenges for continuity and independent oversight.

Ethereum offers a shared network that participating institutions can access without placing control of the underlying infrastructure in the hands of one provider. Organizations can independently verify records and choose how to connect to the network, including through different service providers or infrastructure they operate themselves. They can also retain responsibility for their own policies and systems.

Individual sovereignty is another part of the approach. Digital credentials can be designed so people hold their own information and decide what details to disclose when using a service. An application can verify that a credential is authentic without publishing the personal information contained in it on Ethereum. This separates the institution’s responsibility for issuing trusted information from an individual’s ability to control how that information is shared.

Bhutan Uses Ethereum to Support Digital Identity Verification

Bhutan’s National Digital Identity (NDI) system provides one example of how these principles can be applied. The country’s mountainous geography can make in-person access to public services difficult and costly for some communities. Its digital identity system supports remote verification through credentials issued by authorized organizations.

Rather than keeping these credentials in a centralized government database, individuals hold them in their own NDI Wallets and choose what information to share when accessing services. A shared registry on Ethereum allows participating services to verify the authenticity of credentials without publishing the credentials themselves on the network.

The model also separates institutional and individual responsibilities. Bhutanese institutions determine which organizations are authorized to issue trusted credentials, while individuals retain greater control over their personal information. The Ethereum Foundation has published a Bhutan National Digital Identity case study describing the implementation.

Humanitarian Aid Coordination Explored Through a Proof of Concept

Humanitarian organizations face a different infrastructure challenge. Multiple groups may provide assistance to overlapping populations, creating a need to coordinate support while limiting the exchange of sensitive personal records.

The Ethereum Foundation’s Technical Foundations team developed a proof of concept to explore how organizations could coordinate humanitarian assistance using Ethereum’s public network. The work drew on discussions with humanitarian organizations and collaboration with engineers and product leads.

The proposed approach combines decentralized identity with private payment mechanisms. It explores how participating organizations could coordinate through shared infrastructure without exchanging the personal records they hold or relying on a single agency to operate the underlying network. Each organization would remain responsible for the information it collects and the assistance it provides.

The work is a proof of concept rather than evidence of a fully deployed humanitarian system. The Technical Foundations team has published further material covering its technical design, key findings and possible future development. These articles are available through the foundation’s public-sector resources page.

Open Infrastructure as a Foundation for Public Services

The Ethereum Foundation’s public-sector initiative focuses on more than connecting digital services. Its central proposition is that institutions should be able to cooperate while maintaining control over their own systems, and individuals should be able to participate without giving up unnecessary control of their personal information.

Ethereum’s open-source software and shared network provide the technical foundation for exploring these models. The Bhutan NDI implementation demonstrates how credentials can be held by individuals and verified through a shared registry, while the humanitarian aid project examines ways to coordinate organizations without requiring them to exchange sensitive records.

These examples illustrate different potential uses rather than establishing that every public-sector system should use Ethereum. The suitability of the network depends on the needs, governance arrangements and technical requirements of each application.

The new Ethereum Foundation Public Sector website serves as a resource for institutions evaluating these possibilities. It provides an overview of Ethereum’s infrastructure, practical case studies and technical materials intended to help public-interest organizations assess how shared blockchain infrastructure could support digital services while preserving institutional independence and individual agency.
